PAR Guide to the December 5, 2020 Constitutional Amendment

Voters statewide will be asked to decide "yes" or "no" on one proposed amendment to the Louisiana Constitution on the December 5th, 2020, runoff ballot. This latest proposal was adopted by the Legislature in 2020’s second special session. It passed on October 21, too late to be included on the November 3 ballot. This brief  PAR Guide  includes a concise analysis and provides arguments of proponents and opponents.  The Guide is educational and does not recommend how to vote. Voters must do their part by evaluating each proposed amendment to develop informed decisions.


The ballot language reads:

"Do you support an amendment to allow the governor to appoint a person who resides out-of-state to serve as an at-large member of a public postsecondary education board of supervisors?"


Allow a person who lives out-of-state to serve as a member on the state's public college management boards.

Keep the membership of college boards restricted to Louisiana residents.
